12 million man-hours without lost time injury

The milestone was reached on 20 July 2020 and certified by MMC Pembetungan Langat Sdn Bhd on the Langat Centralised Sewage Treatment Plant and sewerage reticulation connection package, a design and build project in the Sungai Langat catchment.

It covers the work that carries the real risk on a sewerage contract: deep trench excavation, confined space entry, connection into live networks and working alongside public traffic. The award is a client issued record, not a self declaration, and a copy is released with our prequalification pack.

Occupational health and safety policy

Our occupational health and safety policy is signed by the Managing Director and sets out what the company commits to. It has been in force since 1 December 2018.

• Create health and safety practices and work environments that let our people work injury and illness free.
• Train managers and employees and hold them accountable for preventing work related injury and illness.
• Design and operate workplaces and work processes so that occupational health and safety risks are controlled and reduced.
• Maintain a management system that puts occupational health and safety into business and decision making processes, with continual improvement.
• Comply with all applicable occupational health and safety regulations, including the Occupational Safety and Health Act 1994 and Department of Occupational Safety and Health requirements.
• Give clear and accurate health and safety information to everyone on site and expect sound practice in return.

A signed copy of the policy is issued with tender and prequalification submissions.

Certification held by site personnel

Every worker who enters a Khidmat Hijau site carries the statutory construction induction card. Beyond that, the crews who do the high risk work hold the specific certification that work requires.

The four hazards that matter on a pipeline job

Generic safety statements do not tell a main contractor anything. These are the specific exposures on water and sewerage work and what we do about each one.

1. Confined space entry

Manholes, wet wells and live sewers carry hydrogen sulphide, methane and oxygen deficiency. Entry is by permit only, with gas testing before and during entry, forced ventilation, harness and tripod retrieval, a trained standby person at the opening and certified entrants. No entry proceeds on a verbal instruction.

2. Deep excavation

Reticulation and main sewer work regularly runs below 2 metres and has reached 4 metres on completed packages. Trenches are supported, battered or sheet piled according to ground conditions and depth, with spoil set back from the edge, access ladders within reach and daily inspection before anyone enters.

3. Live services

Connections into existing water mains and sewers are the highest consequence operation on any package. Work is done under the operator’s shutdown or live connection procedure, with lock out tag out applied at valve chambers. On a recent data centre package we installed stainless steel lock out tag out on twenty valve chambers and completed the tie in to an existing trunk main without interrupting supply.

4. Public interface

Road crossings, footpaths and occupied developments put the public next to the works. Traffic management is set out in the method statement and agreed with the authority before the first cut, with signage, barriers and flagmen as required.

Trenchless is a safety decision as much as a cost one

Every metre of pipe installed by pipe jacking is a metre of open trench that never exists. No deep excavation next to live traffic, no long stretch of exposed edge on a public road, no reinstatement crew working in the carriageway afterwards. The work happens in two controlled shafts instead of along the whole alignment.

That is why we put trenchless forward wherever alignment and ground conditions allow, including crossings under roads, rail and existing structures, with drives beyond 300 metres and diameters to 2400mm.

HSE documents issued per project

Main contractors and developers ask for the same pack at award. We issue it per project rather than as a generic template, because a method statement that is not written for the actual alignment is of no use to anyone.

• Project HSE plan, aligned to the main contractor’s own plan
• HIRARC, the hazard identification, risk assessment and risk control register for the scope
• Method statements for each major activity, including confined space entry, deep excavation, live connection and jacking operations
• Job safety analysis and permit to work forms
• Toolbox talk and induction records
• Certification records for site personnel and for lifting and jacking equipment
• Insurance: contractors all risk, public liability and workmen compensation, to the values stated in the contract
