The Challenge
A data centre campus does not get commissioned until its water is certified and its sewer is accepted. This campus had two separate blocks, six phases of Certificate of Completion and Compliance, and a live SAJ main running along Jalan Kempas Lama that could not be taken out of service.
Three things made it demanding. The primary main was 700mm mild steel cement lined pipe, 921 metres of it, heavy enough to need a dedicated 20 tonne mobile crane and rigging crew on site for months. Almost the entire network, 4,757 metres of it, sat in trench deeper than two metres, which meant continuous temporary support and controlled backfill rather than open cut and go. And the tie-in to the existing supply had to be made live, coordinated across two separate SAJ divisions, without interrupting supply to anyone downstream.
What We Delivered
We laid the full external network for both blocks as one package: potable water, fire hydrant mains, underground fire sprinkler mains and the sewer system, all under a single CIDB G7 licence.
- Approximately 5,290 metres of MSCL pipe from 100mm to 700mm diameter, internally cement lined and externally wrapped, laid on Class B bedding with detectable marker tape
- Grade 25 concrete thrust blocks at every bend, junction, tee and stop end
- 22 two way pillar fire hydrants to SAJ and BOMBA standard, with 63.5mm outlets, duckfoot bends and precast chambers
- A 450mm SAJ bulk meter installation complete with constant flow valve, T pot strainers and Type B double flanged ductile iron sluice valves
- Sluice, scour and air valve chambers from 100mm to 700mm, with 20 chambers fitted with stainless steel lockout tagout hardware to the client safety requirement
- 605 metres of 225mm vitrified clay sewer at depths to 4 metres, with seven 1200mm precast manholes to 3.75 metres deep
- A temporary water supply arrangement, including a 150mm SAJ meter and bypass line, so the site had water while the permanent network was still being built

Testing, Approvals and Handover
Every metre was pressure tested, sterilised, flushed and leakage tested to the current SAJ standard. The sewer network was air tested, water tested and CCTV surveyed end to end, including a survey of the existing sewer line it connected into.
We prepared and submitted the SAJ, SPAN and IWK documentation ourselves and carried the network through six separate phases of CCC inspection, from the visitor centre through to the final block. Following a joint inspection with SAJ we also installed the permanent protection the authority asked for on a public road frontage: guard rails to the 450mm sluice valve chamber and the exposed air valve S bend, road reserve marker posts, a lockable enclosure for the 450mm constant flow valve, and permanent pipeline identification signage.
